The man who the Committee had in
mind when they made their recommendation
for a preliminary investigation by.an
expert was Huxham, the Financial Secretary,
Ceylon, but unfortunately the Ceylon
Government cannot spare him for the suggested
suggested
enquiry. Huxham, however, put that on te
Chambers, the Income Tax Adviser to the Government
of India.
We have now heard semi-officially
from Hong Kong that Chambers could leave India
in February next and spend March, April, May,
June and perhaps part of July in Hong Kong.
This, he considers, would allow him sufficient
time to investigate, report, draw up the necessary
legislation, formulate in detail a scheme to
administer the tax and make proposals as to
the staff required. As regards the question
of remuneration, Chambers has suggested that
the most satisfactory solution would be for
the
